Peppol registration of international partners equals implicit agreement to receive e-invoices under the upcoming Belgian B2B mandate.

B2B Mandate to Start in 2026

Starting on 1.1.2026, all invoices in Belgium exchanged between businesses must be transmitted via the Peppol network, using the Peppol BIS 3.0 format (or another EN16931 compliant format upon mutual agreement).

The mandate aims at standardizing Peppol for the decentralized invoice exchange between economic operators. The mandate also lays the groundwork for the planned introduction of near real-time e-reporting by 2028.

While the mandate starting in 2026 does not apply to B2C or cross-border B2B transactions, these can still be conducted in a structured electronic format, if both parties agree. Furthermore, recent guidance confirms that registration on the Peppol network is considered implicit agreement to receive e-invoices—particularly relevant in international settings. This could eliminate the need for additional bilateral agreements or manual coordination between international business partners.
